"After serving four consecutive years as Chair of the North York Board of Education, John Filion was elected to North York Council in 1991. He served as chair of many city committees and boards, including the North York Board of Health, from which he introduced one of North America’s first non-smoking bylaws in 1996.

Since amalgamation, John has been elected to four consecutive terms as a member of Toronto City Council, beginning in 1997.  He has served 12 of those years as Chair of the Toronto Board of Health. Here, his accomplishments include negotiating the first city-wide ban on smoking in bars and restaurants – for which he received the Queen’s Jubillee Award in 2002 – and the dine-safe restaurant food safety program, which has been copied by cities around the world."[1]
