Has Canada's CSEC overstepped its mandate by collecting metadata?

 

Documents relased by former NSA contractor Edward Snowden revealed that the Communications Security Establishment Canada (CSEC) has been using the free Wi-Fi at one of Canada's major airports for collecting metadata of wireless devices.[1]

According to the statement on CSEC's website, intercepted communications must be "directed at foreign entities located outside Canada".[2]  The metadata that was being collected at this airport was part of communications taking place within Canada, and therefore CSEC is in violation of the criminal code for intercepting this data.

According to John Forster, chief of CSEC, "There was no data collected through any monitoring of the operations of any airport".[3]
