Major changes to the refugee application system in Canada were implimented on the 15th of December, 2013.  These changes have recieved some criticism, especially concerning potential refugees who are more vulnerable due to health conditions or those need appropriate time to prepare.

Over the last ten years immigration rules in Canada have changed with much more of an emphasis on economic factors at the cost of moral factors.

Immigration policy has been streamlined and made to be faster reacting and more consistent. 

 Current rules and administration

The rules as they exist currently are designed to make application for refugee status difficult or even impossible until after deportation. Individuals find it impossible to talk with a person in the immigration office and online forms can be challenging for those who do not have English as their first language.
