Should the City of Calgary do more to enforce snow removal from sidewalks?

As per Street Bylaw 20M88, property owners are responsible for removing snow and ice from adjacent sidewalks within 24 hours of a snowfall. 1

Currently complaints can be made within the city's 311 system.

If all of the infractions were reported with the 311 system, it might overwhelm the system / operators.

Most property owners comply with the bylaw.

The desire to be a good neighbour is a stronger motivator than fear of punishment. 

Some property owners are "repeat offenders" and should be fined more often as they are making it unsafe for pedestrians.
